It's All About Refreshing Our Memories
If there is one word to capture the essence of the 59th Board of County Commissioners it is "Comptemptuous"
It's so easy to put a painful past behind us and decide who to vote for on what candidates current comments are and which have the most signs up in our neighborhoods. Over the past three years, Carroll has become the laughing stock of the State and its citizens have become used to being disenfranchised by a Board of Commissioners that are more focused on ranting from their soap box at 225 N. Center Street in Westminster than quietly providing good local governance.
It all began with their contemptuous decision to name themselves the "Fighting 59th" right after being elected. Little did we know then how accurate that moniker would become as infighting among themselves has become their cornerstone..
Their contempt for transparency and open government began only a few days after their taking office when they all decided to take a secret vote by e mail to attempt to establish an all Republican Elections Board. This pattern of secrecy has plagued them throughout their terms in office and they have been admonished for it several times by the State Open Meetings Compliance Board, although once again their contempt for State law has prevailed as they dismissed the findings, brazenly and unapologetically excusing themselves.
The most remarkable example of their brazen contempt for citizens came in 2011, when they decided to hire Jim Simpson as their chief propagandist and then use him to assemble an illegal anti-science, anti-planning conference in Pikesville on Halloween. Simpson was a contemporary of Rongway Rothschild, a blogger about all things wing-nutty. The position was never advertised because there was never a job description written for it. Local companies and individuals bemoaned the fact that they were never give an opportunity to bid for the "job".
Simpson, Rothschild and Rothschild's assistant Kathy Fuller then turned all of their focus on assembling a panel of biased speakers, chief of which was England's Earl of Baloney, Lord Christopher Monckton, a renown climate change denier. An exorbitant rent was paid for a hall in Pikesville and the decision was made to charge some - but not all - Carroll citizens to attend the conference while political pals and right wing politicians from across the State were give free passes for the discussions and luncheon. The County (read that "taxpayers") paid for the speakers airfares, fees and accommodations. When challenged on the location of the event and decision to charge admission to some citizen attendees, the State naturally found the entire affair a violation of the Open Meetings Act, to which the Commissioners replied, "ho hum, so what".
Citizens will hopefully remember how it is that Commissioner "Rob'em Frazier" earned her title. Much to the embarrassment and annoyance to three other Commissioners, it was revealed in 2013 that Frazier had received over $7,000 in personal mileage reimbursements for travel to local church functions and boy scout meetings. She had gotten the Chief of Staff to sign off on her fiscal abuses until in the end she resorted to having Commissioner Roush do the dirty work for her. Finally the Commissioners established a reasonable personal vehicle use policy which recognized that county pool vehicles were available to all the Commissioners within just a three minute walk from their offices.
Mileage reimbursements, parking fees and meals were also collected by Rongway Rothschild and Rob'em Frazier for numerous trips to Annapolis as they exhibited their confusion over whether they were elected to the State Legislative Delegation or as local Commissioners. The same can be said of their attendance to Board of Education meetings where they have tried to manipulate the budget and curriculum that is the responsibility of the Elected Board of Education.
Slush funds have been carved from the public treasury for as much as $400,000 in legal set asides to deter the public from taking them to task and for suing state agencies that they don't agree with. Worse, $800,000 has been established for a so-called Educational Fund which is to be doled out to those in private schools or are home schooled. There is no accountability of how the money is spent because they chose to turn the funds over to the non profit Community Foundation which is not accountable to the MD Public Information Act, yet is receiving a generous fee for laundering the dough. The Community Foundation puppet is now a second Board of Education, only there are no rules governing the curriculum and no public accountability of how public funds are spent.
Perhaps the most contemptuous act, if not the most laughable act by these Commissioners was their decision to unanimously vote to make English the official language in a county that has a 97% Caucasian population. Their disregard for the small Hispanic population in Carroll (it's the actual working backbone here) was when Rongway Rothschild directed County staff to arrange removal of a Spanish Language billboard created by the Federal Emergency Management Agency (FEMA) which encouraged people to be alert for what to do in natural disasters. This took days of staff time and the assistance of his Campaign Treasurer Bruce Holstein to threaten the outdoor advertising company with retribution if the sign was allowed to stand. Rongway was personally offended by the presence of the sign so it had to go, with the blessings of the other 4 commissioners who discussed the matter in an illegal, closed meeting.
Instead of their driving over county roads to see that they are well maintained we have them acting as the ethnic police. Instead they have purposefully placed blinders over building and zoning enforcement staff to assure that lawbreakers are not punished.
And now we have a new breed of contestants who are seeking office to further damage local government's ability to be efficient and effective. There are the three Tea Party Board of Ed candidates, Harmening, Roenick, and Nason.
In district two there are the Tea Party supported Niner and DiMaggio who think improvements to the Rt 140 Gateway to Carroll would include more automotive shops and billboards.
In District Three we have the person with the most inflated resume and who is the record holder as the County staff appointment with the shortest duration, Lyn Mallick, plus there is the ever befuddled Dave Roush, champion of any development, anywhere, and anytime. Mercer is trying to temper his tea party mindset but his cover is blown.
District One has the distinction of Rob'em Frazier who stands to benefit once again by a split vote between the qualified Wantz and the disingenuous Mawhinney.
Howard is getting a free pass in District 5 as his opponent can't seem to hide her cluelessness.
Which leaves poor district 4 and the rest of the county to the whims of Rongway Rothschild because his opponent, Biller, is running a lame, aimless and naive campaign against a pro.
The list of other distractions from governance attributable to the Fighting 59th including forcing county staff to attend a lesson on the Constitution which was given by a wing-nut preacher; holding regular prayer meetings in the County Office building for staff to 'voluntarily" attend; paying the so-called Chesapeake Coalition attorneys to foolishly attempt to force the federal government to deny a renewed permit for the Conowingo Dam; creating a conspiracy theory that the United Nations is interfering with County planning strategy through it's Agenda 21(a plan for 3rd world governments seeking democracy); denying that Carroll has any cause or effect on the health of the Chesapeake Bay; denying the reality of sea level rise and its potentially disastrous effects on Maryland's shoreline; creating a policy for the conduct of their meetings which denies citizens the right to ask questions and expect responses from them; assuming that Prince Georges County receives more State funding for schools than Carroll because of the "color thing" as Rongway Rothschild publicly stated and using their offices as campaign centers, unethically using the County communications network, staff and equipment for political purposes, to include giving county jobs to political chums like Roberta Windham and Republican Central Committee member Kathy Fuller.
The Fighting 59th Board of Commissioners has shown nothing but contempt for the citizens of this County. Their entire public persona is one of holding themselves above the law and the comments of those who try to reason with them. They have used their offices as a soapbox from which to spout inflamed, off-target and misinformed rhetoric. They have intentionally discourage public input by showing a disregard for it.
I do hope that Carroll Citizens will refresh their memories before voting in the primary and general elections this year - that they will reject candidates who are running to trash what is left of our local government rather than seek office to run an efficient, inclusive and effective organization. If the citizens here to not return local government to a level of normalcy in this election then the county will be permanently doomed to a future fit for only radicals and misfits.
